The Strategic Purchaser is responsible for the purchasing of material and services within the assigned material categories, to achieve the best possible quality, price and delivery.
战略采购员采购其负责的物料类别里的材料和服务,以达到最好的质量、价格和交付。
Major Duties:
主要职责：
1. Developing long/mid-term procurement strategy for multi-divisional company to build supply base with the following key performance index
a) The Best Total Cost
b) Right Quality Level
c) Excellent delivery
1．发展长/中期公司采购战略，并按以下三个关键绩效指标建立供应基础。
a) 最优的总成本
b) 合适的质量水平
c ) 及时的交付
2. Deploy the strategy with effective organization and solid road map
a) Build professional team to manage a wider variety of requirements from different business units.
b) Set up effective product/material procurement strategy to satisfy project business/unit business/service business
c) Sourcing and developing new suppliers in best total cost area
d) Working closely with global category management as well as procurement functions from other sister companies in China, Maximally use the synergy from different locations to benefit all locations
e) Working closely with division to optimize product cost (design to cost), Support product transferring from other locations to Andritz China
f) Partnership with key suppliers with right forecast/lean initiatives/pro-active quality to strengthen key suppliers, maximally using the volume negotiation power to build Frame contract
2. 有效组织战略部署和战略方向
a)建立专业团队，管理来自不同业务部门的各种需求。
b)建立有效的产品/物料采购策略以满足不同的业务需求（项目业务/通用业务/服务业务）。
c)寻找和开发新的供应商，以优化采购总成本。
d)密切配合全球的物料类别采购以及在中国的其他姐妹公司的采购，最大限度地利用协同，使所有的地方公司都获益。
e)与部门密切合作，优化产品的成本，支持产品从国外转移到中国。
f )与关键供应商合作，运用正确的预测/精益措施/积极的质量来加强关键供应商，最大限度地利用打包谈判能力建立框架合同。
3. Strong focus on the operational excellence of procurement organization
a) Supervising internal organization efficiency & quality of sourcing /negotiation activities
b) Closely work with quality division, to be in drive position to develop supplier performance in terms of cost/delivery/quality
c) Closely working with operation to support lean initiatives which linked with material & logistic services, to reduce material inventory.
d) Managing the requirement from global division to have more procurement volume in China
e) Support the project tendering with earlier involvement of sourcing
f) Implement global initiatives which linked with strategic procurement
g) Build continuous improvement culture in strategic procurement team, optimizing internal process/procedure to satisfy the changes of business requirement
3. 注重采购组织的卓越运营
a)监督组织内部在采购/谈判活动的效率和质量。
b)配合质量部门，提升供应商的表现（成本、交付和质量）。
c)配合与运营部门，支持精益生产,以减少材料库存。
d)管理好来自全球各部门采购需求，增加在中国的采购量。
e)早期采购介入以支持项目招标活动。
f)坚决贯彻执行实现全球的战略采购。
g)建立持续改进的文化战略采购团队,优化内部流程/程序,以满足业务需求的变化。
4. Build Strong Procurement Team

5.Provide general operation management with advice on the supply performance for potential new product/new companies
为潜在的新产品/新公司，为运营管理提供供应方面的建议。
6. Build yearly budget plan according the business plan from divisions and monitoring the internal expense
根据部门的业务计划，建立年度预算计划和监控内部费用
7. Ensure fully compliance shall be followed both in strategic procurement organization
确保整个战略采购组织完全合规。
8. Ensure the national laws/regulations/policies which linked with procurement are followed
确保采购遵循国家法律/法规/政策。
Competence
所需的资质能力
Knowledge and Skill:
Education Background /Professional knowledge
University Degree in Engineering , preferred in mechanical engineering
大学工程学位,机械工程优先
Language:
Outstanding spoken and written English , Strong communication skills
优秀的口语和书面英语,很强的沟通能力
Experience Requirements:
Working years/Similar position or function/Industry
Minimum 5 years of supply strategic procurement position in MNC, strong Mechanical procurement background with understanding of manufacturing subcontracting/casting & forging components
至少5年跨国公司战略采购工作经验,良好的机械制造业采购背景，熟悉分包/铸造和锻造的部件
Others:
Team spirit and result-oriented
具有团队精神和以结果为导向
Knowledge of China Supply Chain is must
必须熟悉中国的供应链
Experience in Pulp & Paper industry will be plus
纸浆和造纸行业工作经验者优先
Manufacturing process knowledge/lean knowledge will be plus
熟悉制造过程/精益生产者优先
